The position has existed--technically--but in a department whose primary function is getting Westminster's digital infrastructure--including Wi-Fi coverage--up to speed. There are numerous officers and advisors whose responsibilities include the word technology. But the approach is divided over departments, without coordination or accountability, when it comes to big strategic decisions on the UK's line on issues where tech meets society.
