Resumen de Los embates por la paz: historia de los diálogos de paz durante el gobierno de Belisario Betancur con los grupos guerrilleros, Colombia

Los diálogos de paz que se llevaron a cabo entre diversos grupos guerrilleros y el gobierno de Belisario Betancur marcaron la historia y sentaron un precedente jamás antes visto, gobierno e insurgentes sentados en la misma mesa dialogando sobre la paz. Estos diálogos terminaron siendo polémicos en la medida en que se tildaron de fracasados, mientras que los distintos actores buscaron desesperadamente salvar su responsabilidad, más allá del alto costo que tuvo que pagar la sociedad civil en medio de este confl icto. No obstante, este escenario sentó las bases para una concertación política que más adelante haría posible la promulgación de la Carta Política de 1991 donde participaron excombatientes del Movimiento 19 de abril (M-19), diversos sectores de la sociedad antes excluidos —mujeres, indígenas y afrodescendientes— y los partidos políticos tradicionales. De esta manera, se busca indagar por el papel que tuvo la sociedad civil, el gobierno, las fuerzas militares y los insurgentes, mientras se llevaban a cabo los diálogos, es importante para entender el fracaso o éxito que puede atribuírsele a este suceso.

The peace dialogues undertaken by different guerrilla groups and the government of Belisario Betancur marked history and set a precedent never seen before: government and insurgent groups sitting at the same table to talk about peace. These dialogues became controversial as they were deemed a failure, while different actors tried desperately to safeguard their responsibility, glossing over the high costs that the civil society, in the middle of the conflict, had to pay. Nonetheless, this scenario laid the foundations of a political concertation that would make possible, at a later stage, the promulgation of the 1991 Constitution, with the participation of former Movimiento 19 de abril (M-19) fighters, of previously excluded sectors of society -women, afro-descendant and indigenous groups-, and of traditional political parties. In that way, we wish to explore the roles played by the civil society, the government, the military forces, and the insurgents while the peace dialogues took place. This is important to understand the failure or success attributed to this event.
