Resumen de Vivienda masiva en barrios centrales: ¿quién es responsable de la densificación excesiva?

  Si bien el fenómeno era visible al menos desde hace unos años en diversas comunas de Santiago, recién el 2017 la híper-densificación habitacional a manos de las inmobiliarias explotó mediáticamente: un tweet de Claudio Orrego, entonces intendente de Santiago, puso el tema en la agenda al mostrar la imagen de un edificio inmobiliario de una densidad impresionante para la realidad local. Luego de eso, la polémica por las responsabilidades no se hizo esperar: desde el Estado se criticaba la codicia de los privados y la permisividad del gobierno local, mientras las inmobiliarias se defendían culpando a la normativa. Ahora que las aguas se han aquietado, y considerando que una vez que la polémica se acaba los edificios siguen ahí, creemos necesario retomar esta discusión a propósito del tema de este número de ARQ: ¿cómo hacer vivienda masiva hoy, cuando ya el Estado no tiene las capacidades que tenía hace 50 años? ¿De quién es la responsabilidad de liderar este tema? ¿Puede quedar sólo en manos de privados, como ha ocurrido hasta ahora?

  Although the phenomenon was evident at least several years ago in various communes of Santiago, it was not until 2017 that housing hyper-densification by real estate companies exploded: a tweet by Claudio Orrego, then the mayor of the Metropolitan Santiago, put this topic on the agenda when showing the image of a real estate building of an impressive density for the local reality. After that, the controversy regarding responsibility was immediate: the State criticized the greed of the private and the permissiveness of the local government, while real estate companies defended themselves by blaming the rules. Now that the polemic has settled down, and considering that while the controversy is over the buildings are still there, we think it is necessary to return to this discussion, apropos the subject of this issue of ARQ: how to make massive housing today when the State lacks the capabilities it had 50 years ago? Who is held responsible to lead in this issue? Can this problem be left only in the hands of private companies, as it has happened up to now?
