    El crimen organizado ha crecido en el mundo y en la región, y sus operaciones delictivas no escapan al Uruguay. Entre los desafíos que debe enfrentar el Estado, se encuentra el combate al crimen organizado, especialmente narcotráfico, lavado de dinero y robo de armas. Asimismo, hay que atender como una amenaza, los vínculos que pudieran surgir entre el crimen organizado y el terrorismo. Este trabajo pretende reflexionar acerca de estas amenazas que afectan la Seguridad y Defensa del Estado y de cuál ha sido su respuesta frente a esta problemática situada en un primer plano en la agenda pública.

    Organized crime has grown in the world and in the region, and its criminal operations do not escape Uruguay. Among the challenges facing the State, is the fight against organized crime, especially drug trafficking, money laundering and arms theft. Likewise, the links that may arise between organized crime and terrorism must be addressed as a threat. This work aims to reflect about these threats that affect the Security and Defense of the State and what has been their response to this problem that has been placed in a first plane in the public agenda.
