    Es importante comenzar haciendo mención a que el Programade Gobierno de Michelle Bachelet (2005) planteócon mucha fuerza el establecimiento de un “Nuevo TratoCiudadano” el cual incluía propuestas de reforma en elámbito político, institucionalidad del Estado, probidad yparticipación ciudadana. Al analizar estas propuestas enla fase final del gobierno, podemos constatar que variasde ellas están aún pendientes. Sin embargo, si hay algoque quedará de manifiesto en el país respecto del actualmandato de Michelle Bachelet y su oferta de “gobiernociudadano”, es la instauración de diversos consejos asesores
