Poder Legislativo e Desenvolvimento: uma análise das proposições de parlamentares do Estado de Tocantins

    The establishment of the state of Tocantins was based on a strong argument that the political and administrative emancipation would take the north of the state of Goiás, at the time, to achieve its development. Considering this presupposition, the deputies representing the region engaged in studies, discussions and nonpartisan partnerships to seek the approval of the new state creation project together with the publishing of the 1988 Federal Constitution. This article aims to investigate how far the same legislative power, in fact has been contributing to the development of Tocantins, since its creation. In this study, we used the institutional approach, which positions itself in order to demonstrate that institutions matter and can influence or even determine the development process of a region. From this perspective, the focus of this research was the role of the legislative power. Therefore, it was held a content analysis of the propositions of the Tocantins´ deputies, based on a sample that contained the first year of each term (1989, 1991, 1995, 1999, 2003, 2007, 2011). The research´s results pointed out that most of the analyzed propositions do not relate to actions for the economic and social development of the state of Tocantins.

    A criação do Estado do Tocantins foi pautada por um forte argumento de que a emancipação política e administrativa levaria o norte do então Estado de Goiás a alcançar o seu desenvolvimento. Com base nesse pressuposto, os deputados federais que representavam a região se engajaram em estudos, discussões e parcerias suprapartidárias para buscar a aprovação do projeto de criação do novo estado com a promulgação da Constituição Federal de 1988. Este artigo tem como objetivo averiguar em que medida esse mesmo poder legislativo, de fato, vem contribuindo com o desenvolvimento do Tocantins, desde a sua criação. Neste trabalho, recorreu-se à abordagem institucional, que se posiciona de forma a demonstrar que as instituições importam e podem influenciar ou ainda determinar os processos de desenvolvimento de uma região. Nessa perspectiva, o foco da pesquisa foi a atuação do poder legislativo. Para tanto, realizou-se uma análise de conteúdo das proposições dos deputados federais do Tocantins, com base em uma amostra que compreendeu o primeiro ano de cada mandato (1989, 1991, 1995, 1999, 2003, 2007, 2011). Os resultados da pesquisa apontam que grande parte das proposições analisadas não se refere à ações voltadas para o desenvolvimento econômico e social do Estado do Tocantins.
