    The Moroccan Constitution has made considerable progress in constitutionalizing the fundamental rights and freedoms of citizens, including the right to a healthy environment. The legislator provides that everyone has the right to live and evolve in a healthy and quality environment that promotes the preservation of health, cultural development and the sustainable use of the heritage and the resources available therein. To participate in the decision-making process that may have an impact on the environment. The emergence of the right to the environment, dazzling and signiicant of the times, requires an elementary method. Say, irst, the legal basis of the right to participation of citizens in the ield of the environment, then the formal means of citizen participation in the ield of the environment.

    La reconnaissance du droit à l’environnement a son origine dans diverses conventions et conférences des Nations Unies. La Constitution marocaine a opéré des avancées considérables en matière de constitutionnalisation des droits fondamentaux et des libertés des citoyennes et citoyens, notamment avec le droit à un environnement sain. Le législateur marocain prévoit que toute personne a le droit de vivre et d’évoluer dans un environnement sain et de qualité qui favorise la préservation de la santé, l’épanouissement culturel et l’utilisation durable du patrimoine et des ressources qui y sont disponibles, ainsi que de participer au processus de prise des décisions susceptibles d’avoir un impact sur l’environnement. Le surgissement du droit à l’environnement, fulgurant et signiicatif de l’air du temps, nécessite une méthode élémentaire. Il convient d’étudier, tout d’abord, les fondements juridiques du droit à la participation des citoyennes et citoyens dans le domaine de l’environnement, puis les moyens formels de la participation des citoyennes et citoyens dans le domaine de l’environnement.
