  Este artículo trata de la constitución de la Regiones en el nuevo Estado republicano italiano de posguerra, desde la Asamblea Constituyente de 1946 hasta nuestros días. En los debates de los constituyentes prevaleció el regionalismo político como expresión de auténtica autonomía, manteniendo la unidad nacional. En la identificación de las 20 Regiones prevaleció el criterio histórico frente al criterio funcional, estableciéndose dos tipos, las de estatus ordinario y las de estatus especial. La activación de las Regiones de estatus ordinario fue tardía, iniciándose con las elecciones regionales de 1970 y continuando con la aprobación de los Estatutos regionales y las transferencias de competencias del Estado a las Regiones. Las exigencias de más autonomía a principios de los noventa abre un debate que condujo en 2001 a una reforma constitucional que potencia las autonomías regionales con la introducción de algunos elementos de federalismo, pero que aumentó la conflictividad entre el Estado y las Regiones.

  This paper deals with the constitution of the Regions in the new post-war Italian republican State, from the Constituent Assembly of 1946 to the present day. In the debates of the constituents, political regionalism prevailed as an expression of authentic autonomy, maintaining national unity. In the identification of the 20 Regions, the historical criterion prevailed over the functional criterion, establishing two types, those of ordinary status and those of special status.

  The activation of the Regions of ordinary status was delayed, beginning with the regional elections of 1970 and continuing with the approval of the regional Statutes and the transfers of powers of the State to the Regions. The demands for more autonomy at the beginning of the nineties opened a debate that led in 2001 to a constitutional reform that strengthens regional autonomies with the introduction of some elements of federalism, but that increased the conflict between the State and the Regions.
