    La mejor manera de asegurar la vigencia y la estabilidad de una Constitución consiste en aportarle una suficiente capacidad de adaptación a los valores y necesidades de la sociedad a la que sirve. El vigente Estado de las Autonomías ha proporcionado éxitos importantes a la sociedad española en términos de desarrollo, equidad y convivencia. Sin embargo, las tensiones territoriales crecientes evidencian la inexorabilidad de la reforma del título constitucional relativo al territorio. El federalismo es el modelo territorial que mejor se ajusta a las necesidades y características de la sociedad española, porque contribuye a combinar unidad y diversidad, autogobierno y cooperación leal.

    The best way to ensure the validity and stability of a Constitution is to provide it with sufficient capacity to adapt to the values and needs of the society it serves. The current State of Autonomies has provided important achievments to Spanish society in terms of development, equity and coexistence. However, the growing territorial tensions evidence the inexorability of the reform of the constitutional title relative to the territory. Federalism is the territorial model that best fits the needs and characteristics of Spanish society, because it helps to combine unity and diversity, self-government and loyal cooperation.
