    La nueva Constitución Política del Estado Plurinacional de Bolivia es un hito temporal de acumulación política y social alcanzado en las luchas emprendidas por su promulgación en 2009. A través de ese instrumento, el Estado pasa por un proceso de cambio refundando algunos pilares desde la descolonización y la plurinacionalidad, elementos que marcan los avances del Estado boliviano en la tentativa de reconstrucción de sus instituciones. Los retos son grandes en un proceso que es reconocido como revolucionario en varios aspectos. Algo comprobable es que los elementos liberales que permanecen en la estructura jurídica boliviana no impiden la continuación del proceso de ruptura establecido en el país. De hecho, las limitaciones prácticas están presentes, así como las acciones que pueden ser consideradas como un gran avance para los que luchan por una América Latina descolonizada, intercultural y anticapitalista.

    The new Political Constitution of the Plurinational State of Bolivia is a major milestone due to the political and social struggles that preceded its proclamation in 2009. The Bolivian State has changed through the reestablishment of its pillars with the introduction of the terms decolonization and plurinationality in the Constitution, those terms mark the progress in the attempt of rebuilding Bolivia’s institutions. The challenges are huge in a process that has been renowned as revolutionary in many aspects. Evidence suggests that the liberal element that remains in Bolivia’s legal structure does not impede the process of rupture within the State.

    In fact, practical limitations are still present, as well as the actions that might be considered as an achievement in the struggle for a decolonized, plurinationalistic and anticapitalistic Latin America.
