    El objetivo central de este artículo es identificar las causas que llevaron a México a incluir el tema de los derechos humanos como un punto destacado en su agenda de política exterior. El argumento principal es que esa decisión se debió a la mezcla de factores tanto externos como internos que tuvieron lugar a finales del siglo XX. El trabajo está dividido en cuatro partes. La primera plantea el vínculo entre política exterior y derechos humanos desde una perspectiva conceptual. La segunda explica los factores externos que motivaron a México a proyectar una política exterior distinta en materia de derechos humanos a finales del siglo XX. La tercera analiza los elementos internos que incidieron. La última parte analiza algunos casos específicos sobre la vinculación entre política externa y derechos humanos en el caso mexicano.

    The central target of this article is to identify the causes that led Mexico to including the topic of human rights as a significant point in its foreign policy agenda. The main argument is that this decision was due to the mix of external and internal factors that took place at the end of the twentieth century. The work is divided into four parts. The first one raises the link between foreign policy and human rights from a conceptual perspective. The second one explains external factors that motivated Mexico to project a different foreign policy on the field of human rights at the end of the twentieth century. The third one analyzes internal elements that influenced. The last part analyzes some specific cases on the link between foreign policy and human rights in the Mexican case.
