While the conservation, at best the improvement of traditional law was the principal aim of secular legislation in the Middle Ages, the beginning of the 16th century saw the rise of the idea of intentional changeability of the legal system via legislation. The article shows how early modern legislation concerning "good police" ("gute Policey") was nevertheless rooted in traditional law and legal customs. Moreover, it discusses the reasons for constant repetition of laws which characterizes early modern police legislation.
