Resumen de Compartel (telecentros): una evaluación de su apropiación social

  El presente artículo hace una evaluación del impacto medido por Propensity Score Matching (PSM) para la probabilidad de asistir a los telecentros del programa Compartel del Ministerio de las TICs de Colombia, en los años 2009, 2011 y 2012. El estudio arroja que la probabilidad de asistir a los telecentros es mayor en individuos de estratos más bajos, que han buscando trabajo las últimas semanas, con grados superiores de escolarización, sin teléfono en la residencia y que son jefe de familia o familiares cercanos al mismo. Así, el éxito del progra-ma telecentros en términos de apropiación de TICs no pasa únicamente por el mejoramiento técnico o de cobertura de fibra sino por unas condiciones mínimas de los posibles beneficiarios del programa.

  This article makes an impact evaluation mediated by Propensity Score Matching (PSM) for the probability of attending the telecenters of the Compartel, a program from Min-istry of the TICs of Colombia, in the years 2009, 2011 and 2012. The study shows that this probability of attending to telecentres is higher in individuals of lower strata, who are looking for work a few weeks ago, with higher grades of the school, without telephone in the residence and that they are head of household or near relatives. Thus, the success of the Telecentres program in terms of ICT appropriation is not only due to technical improvement or fiber cov-erage, but also to the minimum live conditions of the potential beneficiaries of the program.
