  • In this opinion piece the author advocates the creation of a strategic plan for the development of a market trading the right to emit carbon dioxide. The lack of a coherent plan outlining how carbon dioxide would be regulated by either a cap and trade system or a carbon tax is noted. The author worries that the U.S. will leave the design of these systems to the market, which will not result in effective environmental regulation.
