    • This article will be directly devoted to the causes of terrorism, including cyber-terrorism, as well as the theories of its creation, which just reflect its main causes. Next, the main criteria for the legal definition of the crime of international terrorism and its comparison with simple terrorism will be highlighted. It is important to say that in his dissertation research it is important to speak not only about international terrorism, but also about what terrorism is in general, since a comparative degree is a means of in-depth analysis of the whole topic. It is impossible to understand the general without the particular and the particular without the general. Terrorism is almost similar to international terrorism on the grounds, even the very manifestation of terrorist acts in different countries from well-known terrorist organizations already has an element of international character and it doesn’t matter at all that it is not aimed at buildings of international importance and not enjoying international protection and immunity.
