  En septiembre, el Gobierno español manifestaba su intención de que Gibraltar no se convirtiera en el último escollo para cerrarlas negociaciones del Brexit. Sin embargo, en las vísperas de la reunión, Gibraltar pasó a ser el obstáculo que ha estado a punto de bloquear el Consejo Europeo extraordinario que aprobó el acuerdo de retirada y la declaración política sobre las futuras relaciones entre la Unión Europea y el Reino Unido. En dos meses, esta cuestión pasó a colocarse en el primer plano de la agenda política, utilizándose como arma arrojadiza. Han proliferado las descalificaciones de la solución hallada, se ha tachado de inconsistente la fórmula jurídica que la instrumenta, de papel mojado, de intercambio de cartas sin fuerza vinculante alguna y se ha hablado de fracaso del Gobierno de España.   In September, the Government manifested its intention so that Gibraltar would not became the last obstacle to close the Brexit negotiations.

  However, days before the meeting, Gibraltar became the impediment that has been about to block the special meeting of the European Council that approved the Agreement on the withdrawal and the Political Declaration setting out the framework for the future relationship between the European Union and the United Kingdom. In two months, this issue came to the forefront of the political agenda, being used as a weapon of war.

  The disqualifications of the solution found have proliferated, it has been said that the legal formula that implements it is a dead letter, that it is only an exchange of letters without any binding force and that the Government of Spain has failed.
