Resumen de La eficacia de la gestión de la renta garantizada de ciudadanía en Castilla y León

Los resultados de una auditoría operativa de la renta garantizada de ciudadanía (RGC) llevada a cabo por el Consejo de Cuentas de Castilla y León, que incluye el análisis del gasto así como de las ac- tuaciones de reconocimiento y seguimiento de la prestación efectuadas por la Gerencia de Servicios Sociales (GSS), y del grado de consecución de los objetivos perseguidos, ponen de manifiesto la com- plejidad de su procedimiento de gestión, detectán- dose disfunciones y debilidades que condicionan la eficacia en el cumplimiento de la finalidad para la que fue creada, en una doble vertiente:
• Por un lado el órgano gestor ha de velar por que el reconocimiento de la prestación se destine a satisfacer las necesidades básicas solamente de aquellos beneficiarios que cumplan los requisitos exigidos por la normativa y no otros (falseamien- to de las condiciones, economía sumergida, etc.).
• Por otro debe garantizar itinerarios de inte- gración social a través de proyectos individua- lizados que consigan una salida efectiva de la situación de exclusión social y se materialice mediante la incorporación al mercado laboral de este colectivo

The results of an operational audit of guarante- ed income of citizenship (RGC) carried out by the Council of Accounts of Castilla y León, which inclu- des the analysis of the expenditure and the actions of recognition and monitoring of the benefit carried out by the Social Services Management (GSS), and the degree of achievement of the objectives pursued, highlights the complexity of its management proce- dure, detecting dysfunctions and weaknesses that condition the effectiveness in fulfilling the purpose for which it was created, in a dual aspect:
• On the one hand, the managing body must en- sure that the recognition of the benefit is inten- ded to satisfy the basic needs only of those bene- ficiaries who meet the requirements demanded by the regulations and not others ( distortion of conditions, underground economy , etc. ).
• On the other hand, it must guarantee itinera- ries of social integration through individuali- sed projects that achieve an effective way out of the situation of social exclusion and materialise through the incorporation into the labour mar - ket of this group.
