  • The article discusses why U.S. President Barack Obama’s administration must reform policy-making as well as the policies themselves. According to the author, Obama promised two kind of change including substantive change, such as climate change legislation, and process change, such as how decisions over public funding are made. The author is critical of how the progress in climate change is being achieved and explains how Obama’s lack of clear plans weakens public policy.
