Resumen de El debate entre parlamentarismo y presidencialismo en los sistemas constitucionales latinoamericanos: estado de la cuestión

Durante la década de los ochenta y los noventa del siglo XX se produjo un intenso debate entre defensores del presidencialismo y del parlamentarismo en el marco del constitucionalismo latinoamericano. Algunas de las conclusiones de ese debate se incorporaron en las reformas constitucionales y en las nuevas Constituciones que se aprobaron durante la última década del siglo XX y la primera del XXI.
No obstante, la cuestión ha tomado en los últimos años un cariz diferente al superar la defensa a ultranza tanto presidencialista como parlamentarista para avanzar hacia nuevas propuestas no categóricas. A pesar de los intentos de crear sistemas híbridos, las nuevas Constituciones latinoamericanas no innovaron particularmente en este ámbito, por lo que queda mucho por construir en la organización del poder público.

During the eighties and nineties of the twentieth century there was an intense debate between defenders of presidentialism and parliamentarism in the context of Latin American constitutionalism.
Some of the conclusions of this discussion were incorporated in the constitutional reforms and in the new constitutions that were adopted during the last decade of the twentieth century and early of the twentyfirst century. However, the debate has recently taken a different dimension with the overcome of the presidential and parliamentary defense and avoiding categorical proposals. Despite the attempts to create hybrid systems, the new Latin American Constitutions did not innovate particularly in this area, so there is much to build on the organization of public power.
