En 1923, Saúl Taborda incursiona en el ámbito universitario alemán y, en menor medida, en el de otras universidades europeas. Los estudios que realiza provocan un impacto profundo en el desarrollo de su pensamiento, que se enfoca en relevar y delimitar el lugar de la pedagogía en la evolución cultural de las sociedades. El conocimiento de los movimientos juveniles europeos que, desde inicios del siglo XX, colocaron en el centro de la modernización el conflicto entre autoridad y libertad, lo empuja a una nueva lectura de la Reforma Universitaria y a la necesidad de proyectar sus ambiciones sobre el conjunto del sistema educativo argentino.

In 1923, Saúl Taborda ventured into the German university milieu and, to a lesser extent, into that of other European universities. The studies he carries out have a profound impact on the development of his thinking, which will then focus on surveying and delimiting the place of pedagogy within the cultural evolution of societies. The knowledge of the European youth movements that, since the beginning of the 20th century, placed the conflict between authority and freedom at the center of modernization, would push him into a new reading of the University Reform and the need to project their ambitions over the whole of the Argentine educational system.
