    • The article discusses the steps that U.S. city and state leaders are taking to protect their citizens and property in response to floods, droughts, and heat waves as frustrations mount over the political gridlock in the federal government regarding climate change policy. A discussion of the way in which cities and states are changing the infrastructure on their own to counteract severe weather is presented, which includes the exhumation of a buried creek to reduce storm flooding in Dubuque, Iowa, the digging of new intake pipes under Lake Mead to offset drought in Southern Nevada, and the replacement of roads with permeable pavement that allows heavy rain to seep through instead of rising in Keene, New Hampshire.
