Un besoin de nouvelles stratégies dans un cadre de réformes institutionnelles et financières historiques : la place centrale du Pacte financier et fiscal « communes-EPCI »

    Since 2010, each of the Finance Acts has historically impacted the financial framework of the regional and local authorities. The planned reduction of the amount of state operating grants by more than 25 billion euros between 2014 and 2022, the multiplication of adjustment variables, as well as the reduction of local fiscal levers through the proliferation of rebates or the abolition of some local taxes, require new financial strategies. The increased powers conferred to the EPCI (Public establishments for inter-communal cooperation), along with the scarcity of public resources, entails the implementation of new adaptation tools within the local authorities and EPCI, among which the financial and fiscal Pact plays a prominent rele. Despite the new provisions of the Finance Act for 2019, this contract of confidence remains for the local authorities and EPCI a valuable tool of adaptation to the new financial and budget constraints.

    Depuis 2010, chacune des lois de finances a historiquement impacté le cadre financier des collectivités territoriales. La diminution programmée du montant des dotations de fonctionnement de l'État de plus de 25 milliards d'euros entre 2014 et 2022, la multiplication des variables d'ajustement ainsi que la diminution des leviers fiscaux locaux par la multiplication des dégrèvements ou la suppression de certains impôts locaux imposent de nouvelles stratégies financières. L'accroissement des compétences dévolues aux établissements publics de coopération intercommunale (EPCI) associé à cette même raréfaction des ressources publiques implique au sein du bloc communal la mise en place de nouveaux outils d'adaptation parmi lesquels le Pacte financier et fiscal occupe une place centrale. Malgré les nouvelles dispositions de la loi de finances pour 2019, ce contrat de confiance reste un outil précieux d'adaptation du bloc communal aux nouvelles contraintes financières et budgétaires.
