La integración en la seguridad y defensa de la UE: las iniciativas post-Brexit y la futura articulación de la cooperación con el Reino Unido

    La integración europea en el ámbito de la seguridad y la defensa ha experimentado un impulso significativo a partir del contexto político abierto tras el Brexit. Sin embargo, al tiempo que se producían avances importantes, existen muchas incertidumbres sobre la forma en que la futura cooperación será articulada: el grado de ambición, de proyección y de autonomía estratégica de la UE y la forma de anclaje con el Reino Unido entre otras. El objetivo del artículo es examinar las condiciones en que se está conformando la futura cooperación en el ámbito de la seguridad y la defensa a partir de las iniciativas impulsadas en el marco de la PCSD tras el referéndum y la evolución de las negociaciones entre la UE y el Reino Unido para configurar la futura cooperación entre ambos. Para ello, se analizan en primer lugar los avances en Cooperación Estructurada Permanente, la Iniciativa Europea de Intervención y el Pacto por la PSCD civil entre otras iniciativas y, en segundo lugar, propone un análisis de la evolución de las negociaciones con el Reino Unido y las vías de participación que se van definiendo como Estado tercero de la Unión en cada una. El artículo aporta evidencias sobre el proceso de reafirmación de la escala UE como marco cada vez más relevante para la gobernanza de los asuntos de seguridad y defensa que está teniendo lugar en el contexto del Brexit. El artículo además contribuye al debate sobre las formas de articulación de la futura cooperación con el Reino Unido e identifica la posibilidad, a partir de las negociaciones, de que el Reino Unido pase de una posición “dentro pero fuera” de la PESC/PCSD a otra “fuera, pero dentro”.

    The European integration in the field of security and defence has experienced a significant boost due to the political context emerged after the Brexit referendum. However, while there were important advances, there are many uncertainties about the way in which the future cooperation will be articulated: the degree of ambition, projection and strategic autonomy of the European Union (EU) as a strategic actor and the way of assembling a new cooperation with the United Kingdom (UK). The objective of this article is to examine the conditions in which the future cooperation in the field of security and defence is being articulated by the initiatives promoted in the framework of the CSDP after the referendum and the development of the negotiations between the EU and the UK to shape a future cooperation. To this end, the advances in the Permanent Structured Cooperation, the European Intervention Initiative and the Civilian CSDP Compact among other initiatives are analysed, and secondly, it proposes an analysis on how the negotiations are advancing with the UK and the formulas defined in each one for its participation as third State. The article provides evidence on the process of reaffirmation of the EU scale as an increasingly relevant framework for the governance of security and defence related issues that is taking place in the context of Brexit. The article also contributes to the debate on the forms of articulation of cooperation and identifies the possibility, from the negotiations, of the UK moving from an "inside–out" position of the CFSP / CSDP to another "Outside–in" position.
