Gender Mainstreaming is today considered the main strategy in order to achieve gender equality. Unfortunately, the universal human rights discourse carried on by the UN, the EU and the CoE, tends to flatter out the different cultural priorities and needs. After a brief introduction to Gender Mainstreaming history, we will discuss how and why the EU excludes civil society organisations from its developing policy. Afterwards, the present work will take into account the point of view of some black feminists and, in conclusion, it will show how a genuine bottom-up approach to the developing process might be the winning strategy in order to achieve gender equality.
