    Este trabajo tiene como finalidad estudiar la necesidad de la formación de carácter gerencial de quienes conforman la alta gerencia municipal: Alcaldes, Concejales, Directores y Presidentes de Institutos Paramunicipales y empresas públicas municipales, como instrumentos indispensables para enfrentar con éxito los cambios de paradigmas que exigen los nuevos escenarios dentro del manejo de las organizaciones. La metodología empleada es de tipo descriptiva documental en un enfoque que pretende evaluar la problemática de la formación en la gerencia municipal como medio de incrementa r sus capacidades técnicas y gerenciales, procurando inducir profundos cambios en su actitud, para que se transforme en un verdadero servidor público, quien esta obligado a interactuar inteligentemente y productivamente con la comunidad organizada.

    This work has like purpose of studying the necessity of the formation of managemental character of those who conforms the high municipal management: Mayors, Councilmen, Directors and Presidents of Paramunicipales Institutes and municipal public companies, like indispensable instruments successfully to face the shifts of paradigms that demand the new scenes within the handling of the organizations. The used methodology is of documentary descriptive type in an approach that it tries to evaluate the problematic one of the formation in the municipal management like means to increase his technical and managemental capacities, trying to induce deep changes in its attitude, so that it is transformed into a true public servant, who this forced to interact intelligently and productively with the organized community.
