La Real Audiencia de Extremadura fue establecida por Carlos IV en Cáceres (1790), y su primer Regente fue Arias Antonio Mon y Velarde. El Alto Tribunal nacía para con el fin de acabar con nuestro complicado sistema judicial y acercar la Administración de Justicia a nuestra región, cansada de solucionar sus pleitos en las lejanas Chancillerías de Granada y Valladolid. El 27 de Abril de 1791 se inauguró dicha institución y el Oidor Meléndez Valdés fue el autor del discurso de apertura, leído por su amigo de Zaragoza Mon y Velarde. En este discurso el escritor de Ribera del Fresno (vinculado a Jovellanos) refleja su pensamiento ilustrado, animado con la creación del Tribunal. De este organismo intentó sin éxito formar parte, apoyado por Mon y personalidades de la Corte. En el texto destacan la simplificación de la Justicia, su plan de instrucción de la juventud, o el trato humanitario del delincuente

The Real Audience of Extremadura was established by Carlos IV in Cáceres (1790), and its first Regent was Arias Antonio Mon and Velarde. The High Court was born in order to put an end to our complicated judicial system and bring the administration of Justice to our region, tired of solving their lawsuits in the distant chanceries of Granada and Valladolid. On April 27, 1791 was inaugurated this institution and the Hearer Meléndez Valdés was the author of the opening speech, read by his friend of Zaragoza Mon and Velarde. In this speech the writer from Ribera of Fresno (linked to Jovellanos) reflects his illustrated thought, animated with the creation of the Court. Of this organism he tried without success to form a part, supported by Mon and personalities of the Court. This text highlights the simplification of Justice, its plan of instruction of youth, or the humane treatment of offenders.
