This paper analyses the relationship between literature and German foreign cultural policy. This involves a policontextural view applied to the so far largely unknown archival resources. This approach enables questions as to when, how and why a modern autonomous literary system was brought to the centre of attention of cultural policy to be addressed. The employed methodology serves as a basis for proposing an alternative periodisation of foreign culture policy.
