Sentidos de la práctica y praxis de la planeación en la educación superior. Un debate necesario en la Universidad Autónoma Chapingo (UACh)

    En este trabajo realizamos en un primer momento un análisis sobre orientaciones de la planeación educativa en el nivel superior desde la Organización de las Naciones Unidas para la Educación, la Ciencia y la Tecnología (UNESCO), la Comisión Económica para América Latina y el Caribe (CEPAL) y la Organización para la Cooperación y el Desarrollo Económico (OCDE), Se destaca cómo se han asumido estas directrices en las últimas décadas del siglo pasado y del presente, en las Instituciones de Educación Superior (IES), haciendo énfasis en la Universidad Autónoma Chapingo (UACh). La información fue obtenida mediante la revisión de diversas fuentes de datos bibliográfico y de autores expertos en la temática de la planeación. Posteriormente, hacemos una reflexión sobre la planeación universitaria y los sentidos de la praxis y práctica de ésta a fin de establecer escenarios que en corto, mediano y largo plazo la UACh, encauce su perfil institucional, sustentado en su carácter agronómico, gratuidad en la educación y congruente con la Ley que la crea. En ese sentido se concluye que la docencia, investigación y vinculación, son las principales funciones que la UACh, debe afianzar a fin de preservar el modelo académico y posibilidad de dar educación gratuita a los jóvenes de escasos recursos económicos.

    In this work, we initially carried out an analysis on orientations of educational planning at the top level from the United Nations Educational, Scientific and Technological Organization (UNESCO), the Economic Commission for Latin America and the Caribbean (ECLAC) and the Organization for Economic Cooperation and Development (OECD), It is highlighted how these guidelines have been adopted in the last decades of the past and present centuries, in Higher Education Institutions (HEIs), emphasizing the Universidad Autonoma Chapingo (UACh). The information was obtained by reviewing various sources of bibliographic data and expert authors on the subject of planning. Afterwards, we reflect on the university planning and the meanings of the praxis and practice of it in order to establish scenarios that short, medium and long term the UACh, channels its institutional profile, based on its agronomic character, free education and congruent with the Law that creates it. In this sense, it is concluded that teaching, research and links are the main functions that the UACh must strengthen in order to preserve the academic model and the possibility of giving free education to young people with scarce economic resources.
