This article proposes an analysis of the current situation of refugee migrants and their relationship with countries that seek as a place of protection, from the perspective of urban integration in the light of Amartya Sen's ideas on justice and freedom. The identification of concepts such as refugee issues, asylum for the international legal community and the issue of urban densification caused by migration to urban spaces, compose the arguments about the complexity of reception and integration policies, refugees, clearly at a disadvantage with local citizens. The text proposes that the provision of access to urban life should allow the development of the capacities of refugee migrants through fair, equitable and concrete opportunities to satisfy demands, respecting their cultural characteristics, to guarantee freedom in an effectively substantive way.
