Durante 2016 y 2017, hemos sido testigos de una serie de atentados terroristas mediante el empleo de armas blancas y vehículos, herramientas de bajo coste, que sin embargo tuvieron efectos devastadores. Estos ataques han sido dirigidos principalmente contra multitudes y soft targets, materializados en muchos casos por los llamados lobos solitarios, inspirados principalmente por el know-how disponible en las revistas de corte yihadista.
A raíz de nuestra pesquisa, se concluye que los atentados low-cost del Daesh analizados se cometieron principalmente de forma individual, lo que, unido a su simplicidad en lo referente a planeamiento y ejecución, hace muy difícil su detección. Así, estas nuevas formas de atentado terrorista obligan a robustecer la seguridad de los Grandes Eventos, haciendo necesario, más que nunca, un enfoque holístico en el planeamiento que incluya a todos los actores con responsabilidad en la prevención y la respuesta, siendo de una importancia capital el papel de las Fuerzas y Cuerpos de Seguridad (FCS) para los servicios de emergencia, puesto que sin rescatador no hay rescate.

Over 2016 and 2017, the world has witnessed a series of terrorist attacks with blades and vehicles, low-cost technology, although with devastating consequences. These attacks mainly targeted crowds and soft targets, perpetrated broadly speaking by lone-wolfs, inspired primarily by the know-how contained in the Yihadist magazines.
Based on our research, we conclude that low-cost attacks by Daesh are perpetrated mainly individually, which coupled with simple planning and execution, makes its de- tection very arduous. These new terrorist methods have made necessary to strengthen the security of a Major Event, having pushed the different actors with responsibilities in this domain, to adopt a holistic approach regarding the planning process in the areas of prevention and response, emphasizing the importance of the police to the first responders, since there can be no rescue without a rescuer.
