    • Germany was demilitarized after WW2 and was only allowed to rearm under US supervision as part of the Nato. 30 years after the fall of the Berlin wall, can Germany become a military power again ? Germany’s military expenses remain at a low level (1.2 % of GDP) and the german population is predominantly hostile to the use of military power, even if it is to help an allied country to defend itself. A comparison between the German White paper on Security and the British and French Strategic Reviews on Security and Defense shows that Germany wants to take on new international and military responsibilities, even if the country doesn’t want to be more than a « middle-range european power » and has a very restrictive constitution as regards the use of military power. As a conclusion, one can remain skeptical about the idea of a « european army », so France and Germany don’t share the same military and strategic vision.
