Resumen de El derecho a la alimentación en Venezuela bajo el enfoque de derechos

  El propósito de este artículo es discutir, a la luz del enfoque de derechos, las políticas y programas en materia de nutrición y alimentación instrumentados, de manera central, durante los últimos años por parte del Estado venezolano. Se han tomado como ejes orientadores de la discusión los principales instrumentos internacionales que regulan el derecho a la alimentación. La revisión documental realizada permite señalar que las principales acciones estatales en esta materia no colocan el foco en las personas, como sujetos de derechos con garantías explícitas, integrales y realizables para el goce efectivo del derecho; y que el derecho inalienable a no padecer de hambre y malnutrición está siendo lesionado por parte del Estado, al no instrumentar políticas adecuadas que garanticen la disponibilidad y accesibilidad de alimentos en calidad y cantidad suficientes para satisfacer las necesidades alimentarias de la ciudadanía, lo que se traduce, en términos reales, en inseguridad alimentaria y desnutrición crónica y aguda.

  The aim of this article is to discuss, combining the framework of the approach of human rights, and the implemented policies and programs on food and nutrition by the Venezuelan State, in a centered way, during the last years. The main international instruments that regulate the right to food have been taken as guiding axes of the discussion. The documentary review carried out shows that the main state actions, in this matter, do not place the focus on people as subjects of rights with explicit, comprehensive and feasible guarantees for the effective enjoyment of the right; and, that, the inalienable right not to suffer from hunger and malnutrition is being injured by the State, by not implementing adequate policies that guarantee the availability and accessibility of food in sufficient quality and quantity, to satisfy the food needs of the citizens, which translates, in real terms, into food insecurity and chronic and acute malnutrition.
