    La contaminación y los graves problemas generados por el tráfico vial están despertando una nueva conciencia involucrada en el cuidado y el respeto por el medio ambiente. En este nuevo contexto social, medioambiental y tecnológico están surgiendo novedosos conceptos conexos con la noción de smart city que evidencian la necesidad de establecer un marco de referencia. Destaca, especialmente, la smart mobility que supone una nueva forma de concebir los desplazamientos por la ciudad, más allá del empleo de vehículos con motor de combustión interna. Sin embargo, pese a la omnipresencia del término no existe un concepto inequívoco del mismo, ni siquiera la normativa actual es tajante al respecto. Por ello, este artículo trata de establecer el marco conceptual de tal noción, tomando como referencia el concepto base de ciudad inteligente del cual se desprende. Además de delimitar conceptualmente otro término estrechamente relacionado con las nuevas formas de movilidad, en especial, con el vehículo eléctrico: las smart grids.

    Pollution and the serious problems generated by road traffic are awakening a new consciousness involved in care and respect for the environment. In this new social, environmental and technological context, new concepts related to the smart city are emerging that show the need to establish a frame of reference. Stresses, especially, the smart mobility that implies a new way of conceiving the displacements in the city, beyond the use of vehicles with internal combustion engines. However, despite the omnipresence of the term there is no unequivocal concept of it, not even the current regulations are clear in this regard. Therefore, this article tries to establish the conceptual framework of this notion, taking as reference the basic concept of intelligent city from which it emerges. In addition, to delimit conceptually another term closely related to the new forms of mobility, especially with the electric vehicle: smart grids.
