    El Ecuador dispone de marco normativo y legal que garantiza el derecho al bienestar físico y mental, la estructuración de un sistema y la protección de los grupos vulnerables. Para avalar el cumplimiento y mejorar las condiciones de vida de los ecuatorianos, la Constitución del 2008, el Plan de Desarrollo para el Buen Vivir 2013 -2017 y el Ministerio de Salud Pública implementan el Modelo de Atención Integral Familiar, Comunitario e Intercultural de Salud. Toda esta estructura integrada de salud, se esgrime bajo un sistema de planificación transversal a nivel de la nación; por esta circunstancia, para elevar la efectividad de la planeación multinivel y el cumplimiento de métricas propuestas en la jerarquización de los objetivos, se acopla dos herramientas focalizadas en la prospectiva estratégica y el control, para integrar sistemas de información que catalizasen el servicio de salubridad pública a través de nuevas tendencias administrativas y así alinearse con estándares de países como Luxemburgo, Singapur y Suiza, que mantienen las mejores actividades sanitarias a nivel global. El estudio longitudinal  fundamenta la prospectiva estratégica, que integrada con tres métodos informáticos denominados como: MIC MAC, MACTOR y SMIC PROB EXPERT, permiten catalizar la instrumentación cualitativa y cuantitativa; obteniendo de esta manera  el resultado del análisis estructural, en base al procesamiento de 18 variables, 11 actores y 64 escenarios, que facultan concluir, que mediante la aplicación de la prospectiva y el control estratégico, la efectividad de cumplimiento de los fines del sector, se incrementarían  en un rango del 6.3% al 16.4%.

    Ecuador has a legal and regulatory framework, which guarantees the right to physical and mental well-being, the structuring of a system and the protection of vulnerable groups; to guarantee compliance and improve living conditions for Ecuadorians, the Constitution of 2008, the Plan of Development for Good Living 2013 -2017 and the Ministry of Public Health implement the Model of Comprehensive Family, Community and Intercultural Health Care. All this integrated structure of health, is carried out under a system of transversal planning at the national level; in order to increase the effectiveness of multilevel planning and compliance with proposed metrics in the hierarchy of objectives, two tools are focused on strategic foresight and control, to integrate information systems that catalyze the public health service to through new administrative trends, and thus align themselves with standards of countries such as Luxembourg, Singapore and Switzerland, which maintain the best sanitary activities at a global level. The longitudinal study bases the strategic prospect, which integrated with three computer methods known as: MIC MAC, MACTOR and SMIC PROB EXPERT, allow to catalyze the qualitative and quantitative instrumentation; Thus obtaining the result of the structural analysis, based on the processing of 18 variables, 11 actors and 64 scenarios, which allow the conclusion that, through the application of foresight and strategic control, the effectiveness of compliance with the aims of the sector, would increase in a range of 6.3% to 16.4%.
