    A partir de analizar el caso de la vinculación del Estado boliviano con sus emigrados/as en el período que se extiende entre la recuperación democrática en 1982 y la asunción de Evo Morales como presidente en 2006, este artículo busca problematizar desde una perspectiva situada y sustantiva cómo interactúan las dimensiones formal y cultural en la delimitación de la pertenencia al Estado nacional de las personas. Abordando las principales políticas migratorias y del servicio exterior de Bolivia, las prácticas de las agencias consulares de ese país en la Argentina y sus vinculaciones con las personas de esa nacionalidad en la región, nuestra pretensión es discutir concepciones que consideran a las relaciones entre nación, Estado y ciudadanía como lineales, constituidas en un espacio homogéneo normativamente definido, entendiendo que la atención a la legislación migratoria y a las posibilidades del ejercicio formal de la política agotan la problemática. Al problematizar las vinculaciones e imbricaciones entre las diferentes modalidades de la pertenencia -y sus propias ambivalencias y contradicciones-, apuntamos a reconocer formas de participación liminar a partir de las que, a pesar de mantener una vinculación formal débil con las esferas institucionales, los sujetos pueden constituir experiencias y reivindicaciones que repercutan en transformaciones normativas.

    From analyzing the case of the Bolivian State's connection with its emigrants in the period between the democratic recovery in 1982 and the assumption of Evo Morales as president in 2006, this article seeks to problematize from a situated and substantive perspective how the formal and cultural dimensions of delimiting the belonging of the people to the national State interact. Addressing the main migratory policies and the Bolivian foreign service, the practices of the consular agencies of that country in Argentina and their links with the persons of that nationality in the region, our aim is to discuss conceptions that consider the relations between nation, state and citizenship as linear, constituted in a homogeneous normatively defined space, understanding that attention to immigration legislation and the possibilities of the formal exercise of politics exhaust the problem. By problematizing the links and imbrications between the different forms of belonging -and their own ambivalences and contradictions-, we aim to recognize forms of liminal participation from which, despite maintaining a weak formal link with the institutional spheres, the subjects can constitute experiences and claims that affect normative transformations.
