    NATO has to find ways to respond to security challenges. New threats are emerging from many directions: from state and non-state actors to terrorists, cyber and hybrid attacks. As a result, the Alliance has to prepare in conceptual, political and military terms to contribute to the security of its member states by making its southern neighbourhood more stable
