RTO et pluralisme institutionnel: Le cas emblématique des PTCE

    Our research focuses on the phenomenon of institutional pluralism namely the co-existence of competing institutional logics (Kraatz and Block, 2008), at a territorial network (TN) scale. The analysis consists in two case studies of two “Territorial Cluster for Economic Cooperation” in the French region Paca. By bringing together social economy actors, enterprises and local authorities, they demonstrate a considerable heterogeneity and are a typical case of institutional pluralism. They also hold potential for comparative analysis which sheds light on a case of failure and a case of success, while the same institutional logics are in play in the two clusters. We refer to the first one as a civic logic of alternative territorial development and a second one is characterized as managerial logic of normalization of social economy. The analysis we put forward shows how the initiatives result for one case in organizational paralysis and for the other in stable hybridization of the two logics in play. We therefore contribute to jointly enhance the literature on territorial networks and the institutional logics approach.

    Cet article propose d’appréhender le phénomène de pluralisme institutionnel, c’est-à-dire la coexistence de logiques institutionnelles concurrentes (Kraatz et Block, 2008) au niveau d’un réseau territorialisé d’organisations (RTO). L’analyse se décline sous la forme de deux études de cas auprès de deux pôles territoriaux de coopération économique (PTCE) qui donnent à voir un cas de paralysie organisationnelle et un cas d’hybridation pérenne des deux logiques concurrentes. Elle contribue ainsi à enrichir conjointement la littérature autour des RTO et l’approche par les logiques institutionnelles.
