La sociedad, las instituciones y las compañías privadas están cada vez más concienciadas de la importancia de cuidar y respetar el medioambiente por medio de modelos más sostenibles de vida. En este nuevo contexto social, medioambiental y tecnológico se están arraigando novedosos conceptos conexos con la smart city que evidencian la necesidad de establecer un marco de referencia. Destaca la smart mobility que supone un cambio de mentalidad respecto a la idea de transporte y desplazamiento por la ciudad, más allá del empleo de los vehículos con motor de combustión interna. Sin embargo, pese a la omnipresencia del término no existe un concepto inequívoco del mismo, ni siquiera la normativa actual es tajante al respecto. Establecer el marco conceptual de este fenómeno ayudará, como primer paso, a comprender el fenomeno y entender la amplitud del mismo.

Society, institutions and private companies are increasingly aware of the importance of caring for and respecting the environment through more sustainable models of life. In this new social, environmental and technological context, innovative concepts related to the smart city are being established, which demonstrate the need to establish a frame of reference. Stresses the smart mobility that involves a change of mentality regarding the idea of transport and travel through the city, beyond the use of vehicles with internal combustion engines. However, despite the omnipresence of the term there is no unequivocal concept of it, not even the current regulations are sharp in this regard. Establishing the conceptual framework of this phenomenon will help, as a first step, to understand the phenomenon.
