    Las pandemias tienen evidente dimensión internacional, al afectar a poblaciones en muchos países sin respetar fronteras. Este capítulo comienza fundamentando la necesidad de colaboración sinérgica coordinada a nivel global. Al revisar el papel de los organismos internacionales, distinguimos la legitimidad otorgada por normativa ratificada por los Estados miembros (potestas), de la reconocida en función del prestigio técnico-científico (auctoritas). Entre las organizaciones con papel normativo destacan la OMS, la OIE y la FAO, además de la Unión Europea y alianzas intergubernamentales a nivel global. En cuanto a los organismos multinacionales con liderazgo técnico frente a las pandemias, está de nuevo la OMS (a través de la red GOARN y otros instrumentos), el ECDC en la Unión Europea, y los informes encargados por instituciones financieras internacionales, tales como el Fondo Monetario Internacional y el Banco Mundial. El capítulo culmina examinando el tema desde la perspectiva de España y su estrategia de seguridad nacional, junto a actividades de cooperación, incluyendo la participación en misiones internacionales de los Equipos Técnicos Españoles de Ayuda y Respuesta en Emergencias (START). Se concluye tratando el papel de los medios de comunicación y redes sociales, y haciendo hincapié en la trascendencia de invertir en investigación y mantener la guardia alta ante potenciales amenazas pandémicas.

    Pandemics have a clear international dimension, affecting populations in many countries without respecting borders. This chapter begins by grounding the need for coordinated synergistic collaboration at the global level. In reviewing the role of international organizations, we distinguish the legitimacy granted by regulations ratified by the Member States (»potestas»), from that recognized in terms of technical-scientific recognition (»auctoritas»). Among the organizations with a normative role, the WHO, the OIE and the FAO stand out, as well as the European Union and intergovernmental alliances at the global level. As for multinational organisations with technical leadership in the face of pandemics, there is once again the WHO (through the GOARN network and other instruments), the ECDC in the European Union, and reports commissioned by international financial institutions such as the International Monetary Fund and the World Bank. The chapter concludes by examining the issue from the perspective of Spain and its national security strategy, together with its cooperation activities, including the participation in international missions of the Spanish Technical Emergency Response and Assistance Teams (START). We conclude by discussing the role of the media and social networks, the importance of investing in research and of keeping a high guard in the face of potential pandemic threats.
