Resumen de Nuevo Catastro en Suiza que documenta las restricciones de derecho público»: Introducción y Diseño Conceptual del Registro de Restricciones Públicas (PLR “Public Land Restrictions”)

  Este artículo describe primeramente la estructura y organización del Catastro Inmobiliario de Suiza, los datos que contiene y su evolución desde su formación hasta la actualidad. Explica su estructura en capas de información y describe su Sistema de Información Geográfica INTERLIS y cómo se integra dentro de la infraestructura de datos espaciales suiza.

  A continuación analiza la necesidad actual de incorporar al catastro las restricciones del derecho público. Cómo surgió la idea dentro del sector público de Suiza y cómo se ha desarrollado el proyecto para el diseño conceptual del Registro de Restricciones Públicas.

  Finalmente describen las capas de información que actualmente contiene y los cuatro principios que rigen su diseño: independencia legal e institucional de los proveedores de datos y de las partes interesadas;

  utilización de modelos estándares; vinculación de los objetos a través únicamente de su ubicación geográfica y utilización de un marco de referencia geodésico común.

  First, this article describes the structure and organization of the Swiss Real Estate Cadastre: the data that it contains and its evolution from its formation to the present day. The article explains the structure in layers of its geographic information system, INTERLIS, and how it integrates within the Swiss spatial data infrastructure.

  Then the article analyses the current need to incorporate restrictions on public law into the cadastre. How the idea arose within the Swiss Public Sector and how the project for the conceptual design of the Registry of Public Restrictions (PLR) was developed.

  It finally describes the layers of information that PLR currently contains and the four principles governing its design: legal and institutional independence of data providers and stakeholders; use of standard models; linking objects only through its geographical location and use of a common geodetic reference frame.
