La Unificación de las Policías Fiscales chilenas.: Elementos para identificar los inicios de una carrera policial en la segunda década del siglo XX

    En este trabajo se revisa la reforma de Unificación de las policías fiscales en Chile para identificar las condiciones que posibilitaron el posterior desarrollo de una carrera en las policías, en un contexto de tensiones que repercutió en varios planos.

    La aprobación de la Ley de unificación de 1924 fue promulgada bajo la administración de Arturo Alessandri Palma (1920-1924). En un clima de inestabilidad política, parte de la oficialidad desarrolló reuniones secretas y llevó su protesta al parlamento haciendo ruido con sus armas e interrumpiendo la discusión sobre el aumento de la dieta parlamentaria, este es el llamado “ruido de sables”. Posteriormente el presidente Alessandri invitó a una comisión de oficiales para elaborar un petitorio político-militar que incluyó leyes sociales y mejoras para el ejército y fuerzas armadas. Este conjunto de iniciativas fue rápidamente aprobado por el parlamento ante la gravedad y el miedo generado por la situación, dando origen a la Ley N° 4.052 de Unificación de la policía fiscal.

    This paper reviews the police unification reform in Chile, to identify the conditions that allowed the beginning of the police career, in a context of tensions that had repercussions of the police labor from the period. the unification Law of 1924 approval appears i the conspiracies and military movements´ framework, carried out by the Army against the National Parliament. In a climate of political instability´ part of the military officers held secret meetings and they leaded their protest against to the parliament making great noise with their weapons and interrupting a discussion about the increase of the parlamentary expenses, this is so-called "Ruido de Sables" ("Sabers´ noise"). Immediately, President Allesandri invited a commission of military officers to elaborate a political-military request that included improvements for the army, others armed forces and social laws. Rapidly, this set of initiatives was approved in the parliament in from of the seriousness and fear generated through the situation, giving rise to "Law Nº 4.052 of Public Police unification".
