    Ante una situación estratégica compleja, la Unión Europea ha implementado en los últimos años una serie de iniciativas con el objetivo de desarrollar su autonomía estratégica y hacer de la Unión un actor relevante en el panorama estratégico internacional. La Cooperación Permanente Estructurada (PESCO) es la más relevante de estas iniciativas comunitarias y busca estructurar y fomentar la cooperación en defensa entre los Estados miembros. Paralelamente, y con objetivos similares a los de la PESCO, el Gobierno de Emmanuel Macron ha implementado su Iniciativa Europea de Intervención (EI2) y la ha situado fuera del marco de la Unión Europea. El Gobierno francés ha dado un golpe de mano para asegurarse el liderazgo de la nueva «Europa de la defensa» y amoldar su arquitectura institucional a los intereses franceses.

    Facing an ever more complex strategic situation, the European Union has implemented in the last few years a series of initiatives aiming at developing the EU’s strategic autonomy and making the Union a relevant security actor internationally. Permanent Structured Cooperation (PESCO) is the most relevant initiative, and it seeks to structure and promote defence cooperation among member states. Simultaneously, Emmanuel Macron’s government has implemented the European Intervention Initiative (EI2), which shares PESCO’s objectives, outside the framework of the EU. The french government has made a choiceto ensure its country’s leadership of the new set of European defenceinstitutions and mould these institutions to french interests.
