    • The institutional infrastructure of Bioethics in Mexico which is con- sidered a global and innovative benchmark regarding the impulse to this subject matter and to the link with institutions in the medi- cal, academic, and research sectors, and with civil groups in so- ciety. This infrastructure that is represented in the federal area by the National Commission on Bioethics; in the federative entities by the State Bioethics Commissions, and locally, by the medical health care and research establishments within the Hospital Com- mittees on Bioethics, and by the Committees on Research Ethics.

      By virtue of the State Commissions on Bioethics represent one of the strategic elements of such infrastructure, this work offers an approach to the facts, which motivated their origin, and the pro- cess for their consolidation. The foregone by facing the challen- ges that their creation represents the link activities implemented by the entrenchment of Bioethics in the union states, as well as the foresight actions that should be taken into account in order to favor their operation.
