A fines del siglo XIX se conceptúa e investiga por primera vez en Perú el Fenómeno que se denominará desde entonces El Niño. Sin embargo, es recién ante la ‘extinción’ de la anchoveta a inicios de los 70’s y el desastre de magnitud global FEN 1982-83, que Perú inicia su activa asociación con la cooperación internacional para analizar científicamente el fenómeno. No obstante, a pesar del cambio de perspectiva; la aperiodicidad del fenómeno, su complejidad y nuestra debilidad institucional hacen que la ruta que sigue la información de nuestro sistema FEN no permita minimizar los impactos del desastre. A partir de la evaluación de los enlaces que se establecen entre las instituciones que conforman el Sistema FEN se muestra que el supuesto sistema, es sólo un conglomerado.

At the end of the 19th century, the phenomenon called El Niño will be conceptualized and investigated for first time in Peru. However, it is only before the ‘extinction’ of the anchovy at the beginning of the 70’s and the disaster of global magnitude FEN 82-82 that Peru begins its active association with international cooperation to scientifically analyze the phenomenon. However, despite the change in perspective; the no periodicity, complexity of the phenomenon and our institutional weakness mean that the route followed by the information in our FEN system does not minimize the impacts of the disaster. From the evaluation of the links established between the institutions that make up the FEN system, it is shown that the supposed system is only a conglomerate.
