    En el trabajo se diseña un sistema de indicadores clasificados por el Modelo PER que permite aplicar la Instrucción Metodológica del IPF, 2008 para la medición del desarrollo sostenible. A menudo se hace referencia a este como una meta, aspiración o modelo al que se debe llegar para la solución de los problemas económicos, sociales y ambientales que afectan a una región. Este elemento, como parte integrante del desarrollo socioeconómico, permite vincular estos aspectos en función de aprovechar los recursos disponibles, aunque sin agotarlos, para su mejor tratamiento por las autoridades locales. Acomodar el desarrollo sostenible a una localidad tratándolo desde su carácter multidimensional, brinda elementos para la toma de decisiones en post de resolver los problemas que la pueden estar afectando. Es a partir de aquí que se explica la importancia que poseen los actores locales en la planificación y gestión sostenible del municipio, pues son estos los que están más cerca de la población y son ellos los que deben contribuir a ampliar la conciencia sobre el accionar del hombre y desarrollar una cultura ambiental que propicie la participación de los ciudadanos en esta tarea.

    In the work there is designed a system of indicators classified by the Model PER who allows to apply the Methodological Instruction of the IPF, 2008 for the measurement of the sustainable development. Often one refers to this one as a goal, aspiration or I shape to that it is necessary to come for the solution of the economic, environmental and social problems that concern to a region. This element, as integral part of the socioeconomic development, allows to link these aspects in pursuit of taking advantage of the available resources, though without exhausting them, for his better treatment for the local authorities. To orientate the sustainable development to a locality treating it from his multidimensional character it offers elements for the capture of decisions in post of solving the problems that can be affecting her. It is from here that explains to himself the importance that the local actors possess in the planning and sustainable management of the municipality, since they are these those who are more near the population and are they those who must help to extend the conscience on to gesticulate of the man and to develop an environmental culture that propitiates the participation of the citizens in this task.
