  Aunque se trata de una verdad ignorada, el esfuerzo para la creación de una Europa de Defensa comenzó tan solo tres años después de concluir la Segunda Guerra Mundial, con la firma por seis países europeos del Tratado de Bruselas.

  En los años siguientes aquella iniciativa desembocó en el nacimiento de la OTAN, de la UEO y finalmente de las Instituciones de política exterior y defensa que siguen perfeccionándose hoy.

  La UEO, que solo cesará de jure y facto el próximo 30 de Junio de 2011, llegó a disponer de una estructura sólida que, de haber existido la voluntad política, se habría convertido en la base para un Ejército europeo adecuado.

  El presente trabajo rebate con distintos argumentos el hecho de que Europa sea una ¨potencia económica, un enano político y un gusano militar¨, en especial porque en el siglo XXI es imposible deslindar estos tres aspectos.

  De igual forma que la Unión Europea ha avanzado en la creación de un Servicio de Acción Exterior, el autor propone la creación de un Ejército Europeo que podría incluir alrededor de 150.000 efectivos.

  Though it is a forgotten truth, the effort to build a European Defence, began only three years after the end of the II World War, with the signature of the Brussels treaty by six European states.

  In the following years, that initiative gave way to the birth of NATO, the Western European Union and finally to the Institutions of Foreign Policy and Defence that continue its process of improvement today. The WEU will only cease its existence in June 2011 and with its solid structure might have been the basis for an adequate European Army, should there had been the necessary European political will.

  With different arguments, the essay denies the saying that Europe is an economic giant, a political dwarf and a military worm, especially because in the XXI century it is impossible to segregate each one of these three aspects.

  In the same way that the European Union has advanced with the construction of a European Service of External Action, the author proposes the creation of a European Army that would be composed by around 150.000 men.
