Reflexiones sobre las instituciones de educación superior, los estudios de postgrado y otros estudios avanzados en el siglo XXI: el caso dominicano a la luz de otras experiencias

    Al analizar las condiciones y los cambios que caracterizan la entrada al Siglo xxi, se reconocen las crecientes y diversas demandas por respuestas convenientes y oportunas en educación avanzada y de postgrado. Se identifican algunas condiciones de mercado desafiantes en las que las instituciones de educación superior deben intentar dichas respuestas: a) el imperativo de aprendizaje durante toda la vida versus la educación superior concebida como un lugar-etapa, b) la participación activa de empresas y de nuevos y variados actores que dan cuenta de una creciente proporción del aprendizaje post-secundario y c) las avenidas que abren las nuevas tecnologías de infocomunicación. Se comparan los sistemas de estudios avanzados en los Estados Unidos y en República Dominicana, para argumentar que este último se caracteriza por vacíos, permutaciones, inadecuaciones y posibles deformaciones en sus intentos de respuesta a los diversos requerimientos de formación adicional, especialización, actualización y certificación post-título, de los egresados de los programas de pre-grado. El autor concluye que, en República Dominicana, 1) no se está haciendo bien gran parte de lo que se hace, 2) no se está haciendo buena parte de lo que se debería estar haciendo y 3) no se están generando las nuevas respuestas en la forma y con la agilidad con la que se debiera estar haciéndolo. Se concluye que, para superar esta situación, se necesita de nuevos puntos de vista, distintos y distantes del paradigma dominante en nuestra concepción de la educación superior y se esbozan nueve líneas de reflexión y ruptura con los puntos de vista dominantes, conjugando ingredientes programáticos y organizativos para un nuevo paradigma.

    Following the analysis of main changes and conditions that have characterized the beginnings of the 21st. Century, the author identifies the increasing and diverse demands for timely and appropriate answers in advanced and postgraduate eaucation. Some of the challenging market conditions for higher education institutions are singled out: a) the long-life leaming imperative versus higher education being thought as an specific stage in human life cycle; b) active participation of business firms and other diverse actors responsible for a great deal of post-secondary learning, and c) the broad avenues opened by the new information and communication technologies. Advanced higher education Systems from the United States and the Dominican Republic are contrasted to argüe hovv the second one is characterized by voids, permutations, mismatches and possible bad formations as it attempts to deal with the diverse requirements in terms of advanced studies, including specialization, updating and post-graduate certification from first-degree students. The author concludes that in the Dominican Republic, 1) a big deal of what is being done is not well done; 2) to a'large extent what should be done is not being done, and 3) new answers are not brought about with the speed and in the way they must be done. It is expounded that, to overeóme this situation, new perspectives are necessary, different and distant from the dominant paradigm in higher education. In this regard, nine lines of thought are proposed for reflection and rupture with extant point of views, blending together programmatic and organizational elements for a new paradigm.
