Crise como Sinal de Reorganização Administrativa Pública

    As crises políticas, econômicas e sociais comumente implicam em modificações na estrutura e na organização da Administração Pública de grande parte dos Estados ocidentais. Desde o fim do período absolutista, destacamos três grandes reorganizações neste sentido: uma foi fruto da desconstrução política da Administração Pública como sinônimo de poder autoritário; outra, decorreu das necessidades urgentes surgidas no contexto econômico e social por infortúnio das Guerras Mundiais; a terceira, decorreu da insuficiência do Estado de cumprir os propósitos amplamente assistenciais a que se propôs. O coevo modelo estatal predominantemente regulador construiu-se após esta terceira reorganização, de crise do Estado Social, e teve seu apogeu no início do século XXI. Entretanto, desde fins de 2007, o cenário político, econômico e social é de nova crise e resta-nos refletir se, em consequência, despontará nova reorganização da Administração Pública. Estaria em declínio o próprio modelo de Estado Regulador? Em caso de resposta negativa, isto é, de permanência do perfil estatal focado na regulação, a crise poderia mesmo assim acarretar mudanças na estrutura orgânica administrativa pública? A história mostra-nos que as grandes reorganizações da Administração Pública ocorreram em simultâneo com mudanças no modelo de Estado, entretanto, pode a atual crise revelar particularidades também nesta seara.

    Political, economic and social crises commonly imply changes in the structure and organization of the Public Administration of most Western States. Since the end of the absolutist period, there have been three major reorganizations in this sense: one was a consequence of the political deconstruction of the Public Administration as authoritarian power; another, stemmed from the urgent needs arising in the economic and social context due to the misfortune of the World Wars; the third, stemmed from the State's insufficiency of fulfilling its largely welfare purposes. The current predominantly regulatory state model was built after this third reorganization, marked by the crisis of the Social State, and reached its apogee at the beginning of the 21st century. However, since the end of 2007, the political, economic and social scenario is a new crisis and we have to reflect if there will be a new reorganization of the Public Administration. Is the model of Regulatory State itself declining? If the answer is no, could the crisis lead to changes in the public administrative organic structure? History shows us that the great reorganizations of the Public Administration occurred simultaneously with changes in the state model, however, the current crisis may reveal particularities in this aspect as well.
