    Para resolver la problemática existente detectada que impide que el agua líquida no pueda estar ni manifestarse en la superficie de Marte se establece un gran plan de investigación denominado 'Estudio de alternativas y soluciones' que se ramifica y organiza con tres investigaciones: 'La búsqueda del agua', 'La captación de las aguas' y 'Estabilizar el agua líquida'. La temática se estudia, comprende, se desarrolla y se resuelve como ingeniería civil y naturalmente con fundamento científico actual primordialmente en la física y química del agua en la hidrogeología, y en la ingeniería civil, principalmente en ejecución de obras hidráulicas, en utilización de energía solar y recientes innovaciones ambientales y respeto al medio ambiente tanto a Marte como a la Tierra conforme a legislación existente. Todo ello colocaría a la Ingeniería Civil como en la Tierra.

    In orderto reso/ve the problem that prevents liquid water from being present on the surface of Mars, a large-sca/e investigation plan has been established under the title "STUDY OF ALTERNATTVES ANO SOLUTIONS", divided up and organised into three investigations: "THE SEARCH FOR WATER", "COLLECTING WATER" and "STABIUSING UQUIO WATER". The subject is studied, understood, developed and resolved as a civil engineering project, though natural/y on the basis of scientific grounds and essentia//y on physics and water chemistry in terms of hydrogeology, and on the basis of civil engineering, primarily in the construction of the hydraulic structures, the use of solar energy and recent environmenta/ innovations and ecofriendly characteristics both with respect to Mars and Earth in accordance with the legislation in force. This then positions Civil Engineering in the same manner as on Earth.
