Resumen de Sindicalismo rural e neocorporativismo no sistema agroindustrial leiteiro do Rio Grande do Sul – 1995-2010

  In the scope of the dairy agro-industrial system of Rio Grande do Sul, there were several reasons that conducted dairy producers to develop collective strategies for defending their interests. In this context, this research aimed to analyze convergences and divergences in the union practice of Fetag-RS and Farsul, regarding the dairy agro-industrial system, in the light of the neo-corporatist approach. Moreover, such delimitation has elapsed from the finding being in the established interaction, between union federations and State, treating and forwarding the majority portion of propositions and claims of dairy producers in Rio Grande do Sul occurring from 1995 to 2010. Furthermore, the research that has based this article elaboration involved technical bibliographic, documentary and electronic search and a semi-structured interview. The obtained data were analyzed through the technique of content analysis. In addition, the interaction between Fetag-RS, Farsul and State was evidenced, and it has been occurring in the extent of executive and legislative powers, in forums without a pre-established routine, constituted according to the conjunctural needs of such activity. Therefore, the fact of considering such practices as corporative, has presuppose, necessarily, more flexible limits to the term for incorporating new ways for the intermediation of interests.

  No âmbito do sistema agroindustrial leiteiro do Rio Grande do Sul, diversos foram os motivos que conduziram os produtores de leite a desenvolver estraté- gias coletivas de defesa de seus interesses. Nesse contexto, o objetivo deste trabalho consiste em analisar as convergências e divergências na prática sindical da Fetag-RS e Farsul, no âmbito do sistema agroindustrial leiteiro, à luz da abordagem neocorporativista. Tal delimitação decorre da constatação de que foi na interação estabelecida entre as federações sindicais e o Estado que se deu o trato e encaminhamento de parcela majoritária das proposições e reivindica- ções dos produtores de leite do Rio Grande do Sul no período 1995-2010. A pesquisa que fundamentou a elaboração do artigo envolveu as técnicas de pesquisa bibliográfica, pesquisa documental, pesquisa eletrônica e entrevista semiestruturada. Os dados obtidos foram analisados através da técnica de análise de conteúdo. Evidenciou-se que a interação entre Fetag-RS, Farsul e Estado tem se dado no âmbito dos poderes executivo e legislativo, em fóruns sem uma rotina preestabelecida, constituídos de acordo com as necessidades conjunturais da atividade. Portanto, considerar tais práticas como corporativas pressupõe, necessariamente, flexibilizar os limites do termo para incorporação de novas formas de intermediação de interesses.
